set_qzone_ban写操作空间

拉黑或解除拉黑某人（修改机器人自身 QQ 空间黑名单；enable=true 拉黑，false 解除）

Call via POST http://127.0.0.1:3000/set_qzone_ban (JSON params as the body) or WebSocket.

Parameters

`enable`	bool	–	`true`	true 拉黑，false 解除拉黑

Returns (data)

Returns the standard OneBot envelope; the data shape is not yet documented.
